Is there a free download manager that prevents my downloads from being lost when the connection is cut?

My internet connection keeps crashing and the power keeps going, and this posed a problem today as I had reached 95% completion of a 735 MB file and the connection was lost, making me restart the download. Is there a free download manager that saves broken downloads?
